This issue is dedicated to the 2024 reform of Article 49 of the Spanish Constitution.

Article 49 of the Spanish Constitution protects and promotes the rights of people with disabilities. It establishes that they must exercise their rights in conditions of real, effective freedom and equality, while mandating that public authorities guarantee their full autonomy, social inclusion, and accessibility.

The article was significantly reformed in 2024 to replace outdated terminology and align the constitution with a modern, human-rights-based approach.

The revised Article 49 establishes that persons with disabilities possess the same rights and freedoms as all citizens, mandating public authorities to implement policies for full autonomy and social inclusion in accessible environments. It specifically highlights the need to address the needs of women and children with disabilities.
