The European Capital of Culture is a city designated by the
European Union for a period of one calendar year during which it
is given a chance to showcase its cultural life and cultural
development. A number of European cities have used the City of
Culture year to transform their cultural base and, in doing so, the
way in which they are viewed internationally. In 2009 Vilnius was
selected as a European Capital of Culture, along with Linz, the
capital of Upper Austria. Its 2009 New Year's Eve celebration,
marking the event, featured a light show said to be "visible from
outer space". In preparation, the historical center of the city was
restored and its main monuments were renewed.
