In 1921, Luxembourg and Belgium entered into an economic union after a referendum - the Belgian-Luxembourg Economic Union Treaty (BLEU) - after Luxembourg had been refused a similar union by France. For Luxembourg this meant that its currency became more stable, and that they would have more control over the exchange rate since they did not have its own central banking system until 1998. The union meant that there was parity between Luxembourg Francs and Belgian Francs, and that it could be repealed without formality. In effect, Luxembourg had unilaterally ceded the operational activity of its central bank needs to the Banque Nationale de Belgique (Central Bank of Belgium).
